Mayor Edwin Velez is running under the platform of Peace and Order. Yes! peace and order was relatively achieved during his term but at what cost? Basic civil liberties were denied and violence was the rule of law. Bigot promulgated a culture of fear in exchange for a "supposed peaceful Silay" that has "worked" for his convenience.
We all knew that Bigot wanted to cling to power but he cannot. He asked his cousin Carlo Gamban to fill in his shoes for only 1 term. But power corrupts and absolute power corrupts absolutely, Carlo Gamban became too comfortable for just 1 term so he abandoned his agreement with his primo. Bigot was furious! 2004 Elections are coming and he seeks vindication. Gamban feared a Bigot comeback. So he resulted to an employment scheme to rally those who are loyal to him, he called it 2 days / 2 days. Funds allocated for the scheme are used too financed his machinery of coordinators, leaders and members. To further insure his victory, Gamban turned for help to his closest golfing buddy, COMELEC Commissioner Benjamin Abalos.
Oti Montelibano claimed he was the true victor. He filled an electoral protest in Manila and then...and then Philippine red tape took its course. Eventually he was proclaimed almost 3 years later by COMELEC as winner of the 2004 elections (by a slim margin of 300+ votes) but was not able to assume office when Gamban filed a motion for reconsideration. True vindication came when he won the 2007 elections by a lead of 3,000 votes.
When Oti Montelibano took over, Silay was in debt. Why are we in debt? What happened is shocking... The national government would allocate an overall budget for 1 year we call the Internal Revenue Allotment (IRA) and would be supplemented by the taxes and other income the city receives from businesses and licenses, this budget is then plotted to a budgetary forecast. The Gamban administration, in order to finance its 2days / 2days would consume the entire budget of the first quarter and yet it will still result to a deficit since the number of hired casuals would swell to the thousands. To augment the deficit, Carlo Gamban would reach out to the 2nd quarter to augment the first, the 3rd for the 2nd and the cycle continues, plunging the entire city to debt. Other projects and even the basic services, in order to continue would be financed by loans. Corruption was also rampant. When Oti Montelibano took over, he had nothing but the audacity of hope. In order to pay for the basic services, he pleaded with the 2 top taxpayers of the city to advance their payments for 1 year.
He then invested on a computerization program to centralized government transactions in order to STOP corruption in ALL levels. Weekly Medical missions were conducted, benefiting 30,000 Silaynons, 12,000 were given Phil Health cards and education was given priority. The list of projects goes on.
Oti Montelibano's administration is NOT perfect but I feel it IS SINCERE. It had the guts to say that the best is yet to come, because he is not afraid to dream. Everything started with a dream. If Oti wanted only power, he would have gave in when the market tenants told him that they will not vote for him if he increase their rent. The city government pays 13 million a year because our market has the lowest rate - lower than Murcia and E.B. Magalona. Yes, 13 million of the people's money, 13 million that could have been use to develop the market. Let us give Oti a chance. He is only in his first 3 years. When Oti Montelibano was asked why he does not answer issues thrown against him, he replied: "I'm focus, Silay will go nowhere if I spend all my time answering and throwing issues". When asked why he has many critics and detractors, with a grin, Oti replied: "di bala kung ang kahoy ga pamungga pirmi gna haboy".
*Now you have heard my biases. I'm still wishing that Silay's political pissing contest would not destroy friendships, relationships and unity. Our support / choice / stand for our leaders only come every 3 years, our family and friends will be with us forever. Cool lng Silay...chill. :)

A 1.6 million, 1 Km. shaded foot walk is never overpriced. Those are the costs nowadays. Like all government projects under contract, their is such thing we call BIDDING, where ALL interested contractors, in a sealed envelope write their contract price, the lowest will be the winner and is expected to fulfill the contract within an agreed timetable. So that is what you call TRANSPARENCY. During the time of Carlo Gamban, bidding is done secretly in order for their preferred bidder to win -unlike now when everything is open, it even appears on Silay's website.
So the next time you judge a project as being overpriced, dig dipper, you might have been carried away by your personal perceptions.
Just imagine how this two projects (covered path walk and waiting shed) can protect thousands of students and commuters daily from the elements.

what do you mean by old and sickly? do you have hospital papers as proof that carlo gamban is sick? he campaigns by walking for 5 hours talking to other people in each barangay everyday. he has no problems with his blood pressure. I agree on what you said about oti because every other week he goes to manila for his therapy because his left arm can longer move due to his heart failure history. Just assess the weight of Bigot, he's kinda obese and has more likely chance to experience fatigue, high blood, diabetes, stroke, and other heart related problems than Carlo Gamban who is healthier and of normal weight of his height.

GAMBAN is a good person. there is nothing bad to say about him. he is a good person, a good leader, a good mayor. he never stole the money of the city, because if he did, he should be having a lot of cars, bigger house, always out of the country, in short a multi-millionaire. he is very humble, he does not show off what he has. people love him because of who he is. he has a good and willing heart to help the people. there might not have been so much establishments that was put up during his term but that is not a measure of how progressive a place is. you never felt big tax increases when he was in position.
he ran again for the 2004 election not because of the power he could have, but because he knows he is still needed. he knows that by being in position, he could help the silaynons more. he was always there to help and be of service. he never hurt people in any form. you all say that the people around him are those who gets the benefits as him being the mayor, how could you prove?
the money he gives to his family comes from what his own pocket. he even sheds out for those who need. his wife does not have to get from him. his lawyer, he's a lawyer ofcourse he makes big money out of his profession, what's it to you when he has an expedition? gamban as a mayor leads by his own will, his own wants, his own thinking. he is not in power for someone else. no one tells him how to run silay.

How do you know a good hearted person? It's very easy tell: everytime u see him it makes you feel the way what he feels... ReplyDeleteMayor Edwin Velez is running under the platform of Peace and Order. Yes! peace and order was relatively achieved during his term but at what cost? Basic civil liberties were denied and violence was the rule of law. Bigot promulgated a culture of fear in exchange for a "supposed peaceful Silay" that has "worked" for his convenience.
ReplyDeleteWe all knew that Bigot wanted to cling to power but he cannot. He asked his cousin Carlo Gamban to fill in his shoes for only 1 term. But power corrupts and absolute power corrupts absolutely, Carlo Gamban became too comfortable for just 1 term so he abandoned his agreement with his primo. Bigot was furious! 2004 Elections are coming and he seeks vindication. Gamban feared a Bigot comeback. So he resulted to an employment scheme to rally those who are loyal to him, he called it 2 days / 2 days. Funds allocated for the scheme are used too financed his machinery of coordinators, leaders and members. To further insure his victory, Gamban turned for help to his closest golfing buddy, COMELEC Commissioner Benjamin Abalos.
Oti Montelibano claimed he was the true victor. He filled an electoral protest in Manila and then...and then Philippine red tape took its course. Eventually he was proclaimed almost 3 years later by COMELEC as winner of the 2004 elections (by a slim margin of 300+ votes) but was not able to assume office when Gamban filed a motion for reconsideration. True vindication came when he won the 2007 elections by a lead of 3,000 votes.
When Oti Montelibano took over, Silay was in debt. Why are we in debt? What happened is shocking... The national government would allocate an overall budget for 1 year we call the Internal Revenue Allotment (IRA) and would be supplemented by the taxes and other income the city receives from businesses and licenses, this budget is then plotted to a budgetary forecast. The Gamban administration, in order to finance its 2days / 2days would consume the entire budget of the first quarter and yet it will still result to a deficit since the number of hired casuals would swell to the thousands. To augment the deficit, Carlo Gamban would reach out to the 2nd quarter to augment the first, the 3rd for the 2nd and the cycle continues, plunging the entire city to debt. Other projects and even the basic services, in order to continue would be financed by loans. Corruption was also rampant. When Oti Montelibano took over, he had nothing but the audacity of hope. In order to pay for the basic services, he pleaded with the 2 top taxpayers of the city to advance their payments for 1 year.
He then invested on a computerization program to centralized government transactions in order to STOP corruption in ALL levels. Weekly Medical missions were conducted, benefiting 30,000 Silaynons, 12,000 were given Phil Health cards and education was given priority. The list of projects goes on.
Oti Montelibano's administration is NOT perfect but I feel it IS SINCERE. It had the guts to say that the best is yet to come, because he is not afraid to dream. Everything started with a dream. If Oti wanted only power, he would have gave in when the market tenants told him that they will not vote for him if he increase their rent. The city government pays 13 million a year because our market has the lowest rate - lower than Murcia and E.B. Magalona. Yes, 13 million of the people's money, 13 million that could have been use to develop the market.
Let us give Oti a chance. He is only in his first 3 years.
When Oti Montelibano was asked why he does not answer issues thrown against him, he replied: "I'm focus, Silay will go nowhere if I spend all my time answering and throwing issues". When asked why he has many critics and detractors, with a grin, Oti replied: "di bala kung ang kahoy ga pamungga pirmi gna haboy".

A 1.6 million, 1 Km. shaded foot walk is never overpriced. Those are the costs nowadays. Like all government projects under contract, their is such thing we call BIDDING, where ALL interested contractors, in a sealed envelope write their contract price, the lowest will be the winner and is expected to fulfill the contract within an agreed timetable. So that is what you call TRANSPARENCY. During the time of Carlo Gamban, bidding is done secretly in order for their preferred bidder to win -unlike now when everything is open, it even appears on Silay's website.
So the next time you judge a project as being overpriced, dig dipper, you might have been carried away by your personal perceptions.
Just imagine how this two projects (covered path walk and waiting shed) can protect thousands of students and commuters daily from the elements.

ReplyDeletewhat do you mean by old and sickly? do you have hospital papers as proof that carlo gamban is sick? he campaigns by walking for 5 hours talking to other people in each barangay everyday. he has no problems with his blood pressure. I agree on what you said about oti because every other week he goes to manila for his therapy because his left arm can longer move due to his heart failure history. Just assess the weight of Bigot, he's kinda obese and has more likely chance to experience fatigue, high blood, diabetes, stroke, and other heart related problems than Carlo Gamban who is healthier and of normal weight of his height.

ReplyDeleteGAMBAN is a good person. there is nothing bad to say about him. he is a good person, a good leader, a good mayor. he never stole the money of the city, because if he did, he should be having a lot of cars, bigger house, always out of the country, in short a multi-millionaire. he is very humble, he does not show off what he has. people love him because of who he is. he has a good and willing heart to help the people. there might not have been so much establishments that was put up during his term but that is not a measure of how progressive a place is. you never felt big tax increases when he was in position.

the money he gives to his family comes from what his own pocket. he even sheds out for those who need. his wife does not have to get from him. his lawyer, he's a lawyer ofcourse he makes big money out of his profession, what's it to you when he has an expedition? gamban as a mayor leads by his own will, his own wants, his own thinking. he is not in power for someone else. no one tells him how to run silay.
he's not deaf, he just has a problem hearing. that's just his ears but his heart hears what the people has to say and what the people need.
bottom line is: non of the negativity you throw are true. i believe coz i know. i and a hundred more people see him a a good person. whatever bad you have to say about him, just say it. opinions are not bad. we believe what's true anyway

HE MIGHT ME A GOOD PERSON BUT THE PIPOL WHO SURROUND HIM ARE NOT. I DONT BELIEVE THAT HE IS A GOOD LEADER. CGURO I CAN SAY HE MIGHT BE A KIND PERSON BUT NOT A GOOD LEADER. WHY? HE LETS THE PEOPLE AROUND HIM DO THE JOB. ReplyDeleteHow do you know a good hearted person? It's very easy tell: everytime u see him it makes you feel the way what he feels... Carlo Gamban is one of them, you can't just put a good person down specially already being love by most silaynon's and the only leader i've seen so far that unites the people for the development of our city while helping others simultinously...i truly miss to see those silaynon wearing gold shirts cleaning the streets, cutting the grass early in the morning, making sure our city is orderly and clean, serving and helping one another for the betterment of our city and etc...it truly make us proud then...so as i proud silaynon i am for Carlo Gamban as my mayor bcoz i truly believe in him, in his heart to serve and to help our fellow silaynon makes him a truly a good hearted person...Upod kmi sa Kauswagan kag Kawsa sang silaynon....May 10 is the day make it happen...
ReplyDeleteA GOOD PERSON DOES NOT CHEAT ON ELECTIONS. -> if you say he did cheat that's why oti was not able to sit as mayor right away, then he coul've not sat. if mayor gamban does cheat, he could have won the last election. a lot of people supported him, here comes election, people get intimidated by the watchers of the opponent. here comes counting, he gets so much votes and all of a sudden he loses. if he does cheat, then he could have asked the people in charge to do something about it, but he did not. he accepted it and lived a supposedly quiet life but people just can't get enough of useless news that are not true AT ALL! anyway, if that's cheating for you, open your eyes and see worst. how could you mistaken a good act for something bad?
